Criteria for an 'Inviter' for a tourist visa when not staying in a hotel

I am planning a trip to Shanghai in October travelling as a tourist for a stay of 6 days. I am planning to stay with my brother who has been there on a work Z for the past 2 years.

Is it sufficent to provide his contacts details and address as an 'inviter' or do I need to ask one of his friends who have permanent residency to invite me?

Yes, your brother can be the inviter, but besides his contacts details and address, you also have to provide an invitation letter from him, as well as copies of his passport data page, Z and residence permit.
