As an australian does the No Visa policy mean I do not require a Visa in Haikou

If you join a group tour to Hainan Province organised by International Travel Agencies that have been set up and registered in Hainan Province and you just stay less than 21 days, the visa is not needed. In this situation, you are not allowed to leave Hainan.
If you just travel on your own, you still need a visa, but you can apply upon your arrival.
