Secured Storage for luggage available?

My son has been living in China for past year. Heading home to USA. He will be taking train to Shanghai with all his stuff. Would like to take side trip to Taiwan (10 days) would love to store luggage (3 bags) during side trip. Is there a place to secure luggage? If so what is the cost.
