How long does it take the embassy to return new passports to their holders after renewal?

I did a passport renewal early this year (Jan 7th) but up till now (almost 2 months) I didn't receive the new passport. My current residence permit is valid until 15th March and I need a new residence permit a week before the expiry date. I can't get this new residence permit until I get the new passport.
Dear sir, i would like to know when my new passport is available. I'm afraid I can't wait for too long.
