Tourist Visa application for China in Australia

Hi,
I am a Sri Lankan citizen studying for PhD in Australia. I have a valid multiple entry student visa till 2015 but I am not a permanent resident. Can I apply for Chinese tourist visa from the Chinese embassy in Canberra or do I have to send my passport to SL to get visa from there?
Thanks.
