transit permit question

I will be travelling from Yakutsk, Russia to Toronto, Canada on February 15th, via Beijing.  I will be arriving in Beijing at 03:00 on Jan. 15th, and then my connecting flight to Toronto leaves around 18:45 that evening.  I will sleep at a hotel near to Capital Airport for a few hours after I arrive at 03:00.  I understand that I will need to obtain a transit permit.  Do I obtain this on my arrival at Capital Airport?  As I will be leaving Beijing again only 15 hours after arriving, do I still need to register at the local police station?

Yes, you can get a transit permit at Beijing airport. The hotel will help you with the registration.
