Can a USA citizen with Student Visa and Resident permit visit Shenzhen?

I would like to know if a USA citizen who is studying in China (with student visa and resident permit) can visit Shenzhen for a day or two. He is in Guangzhou on vacations for the holidays and want to go to Shenzhen.

I have the same question for a Panamanian citizen, and a UK citizen. Both are students and they also have student visa and resident permit, and want to go to Shenzhen too.
