I need Agency No. for Afghan Applicants who are applying for Chinese Governmetn Scholarship!

Hi, I live in afghanistan... I am applying for Chinese Government Scholarship for the 2013-2014 enrolment. In the Online Application form it is need an Agency No. and they are telling me to ask the Chinese Embassy for it. Please help me to find it. I am out of time. Please help!!!
