New Visa rules

I am arriving in Beijing on 29 March departing on a cruise 1 April, calling into Shanghai for 1 day ( approx. 12 hours or less). I am wondering if a visa is now required?

Yes, you do have to apply for a visa for this, if you will enter China from Beijing and leave from another city.
