About:Haikou Meilan Airport

I will be arriving in Haikou with dog

When I land, where should I go to deal with that? I noticed up top it said there is a Medical Center - is that where I go after I get my luggage in regard to my dog?

I don't think so. The Medical Center provides first aid upon emergency.
You should go to the Inspection and Quarantine Center for your dog's quarantine. Exact information can be consulted at Information Desk at the Door B, 1st Floor, Waiting Hall.
