About:China Visa Application in USA

We are traveling to the Philippines from USA via Shanghai in Feb 2013.

Our lay over in Shanghai is 17 hrs. Am an American citizen and my husband Is a Haitian national with US immigrant status.
Can we have both have a 24 hr transit visa to allow us to leave the airport?

From Jan. 1, 2013, US citizens will enjoy a 72-hour visa free transit in Shanghai pudong or hongqiao airport. As for your Haitian husband, he can apply for a stay permit on his arrival at the airport in Shanghai to leave the airport during the transit.

Thanks for the info.. Btw is there a fee to obtain the stay permit for my Haitian husband during our transit.
