Return Flight Via Beijing and Shanghai

Do the new 72 hour rules extend to flights where you stop over in two cities? I'm returning to Australia from Rome via Beijing. After a 2 hour stop over in Beijing, my flight stops for an hour at Shanghai before returning to Australia. Would I need a Transit Visa for the two stopover cities?

Sorry, this rule does not extend to transit via two coties in China. But if you will not leave the airport during the 2 hour at Beijing airport, and 1 hour at Shanghai airport, visa is also not required. You can apply for a stay permit when you arrive at airport in Beijing. You can contact your airline for further confirmation.
