Can apply for my visa in Djabuti if I lived in the Netherlands for many years?

I am a somali born dutch citizin. I have finished school in Somalia where I lived the past few years. I have recently been accepted at a chinese university. Somali citizens usually get it from Djabuti. I was wondering if I can apply in Djabuti since I am technically a somali citizen and havnt lived in the Netherlands for many years.
