I'm confused about transit visa

Travelling from NZ through Guanghzhou on way to A'dam, with 18 hour lay-over. Want to stay at Baiyyn Airport Hotel (Pullman) which is OUTSIDE the terminal, so have to go through emigration. Other research on internet has shown YES I do need a Transit visa, yet my previous question on this site was answered with: No, I do not need a transit visa. And if I do need a visa is it true it costs $140.00?
Help!
Many thanks from one confused dutch person

If you will go through the immigration, then you do need a visa. You are right it costs 140 US dollars.
