Dear sir i am student who is suppose to enter on oct 8th but the embassy is closed because the national holiday i am late .the problem that ,my paper stayed for 4 days in Dubai that is why i am late now i need to get the visa as soon as possible to arrive in the specific time that the university indicated. Hi, you'd better contact your university first, explain to them you are late and the reason. I think it is acceptable. The embassy will open on 8 Oct. You can submit your application and use urgent service.

Hi, you can use urgent service with approval of visa officers. But as I know, the new office hour of Consular Section is: Sunday and Wednesday, 9:30(am)-12:30(pm). You can better confirm this with the embassy directly.
