Visa Requirement question

My family are planning to go to China this Oct 28-Nov.2, everyone already got their visa except my brother and his family. He had been to China before and now wants to bring his 2 boys(ages 6 & 8) and wife. The travel agency that did his papers said that he needs a current balance and ADB of 400,000 in his current/savings acct. I know one needs at least PHP100,000 per adult so for him and his wife it should only be PHP 200,000 right? And can my sister help in sponsoring him?
It will be very devastating if him and his family could not go. We already have all the tickets and hotel ready.
