Can I apply for a L visa in person in tokyo?

I am an American citizen currently living in Tokyo. I am planning to visit Shanghai for winter vacation, I already had my flight ticket and hostel booked online. Recently I heard and saw online that you can no longer apply for tourist visa to china in person, you must use a travel agent to do it for you. Can someone confirm that?

Yes, this is true, you need to find yourself a travel agency and apply for a China visa with them.
