About:Bao'en Temple Pagoda

Am I required to return to the US to apply for a Z permit?

I accepted a position as a Foreign Expert in China. I am now vacationing in Thailand. I did not expect to have to return to the US for my Z permit. This would be very inconvenient for me. Is there no way to obtain the visa without returning to the US?

You can try to submit your visa application to Chinese embassy in Thailand. I have heard of people who got their Z there. So, you get a chance. Or it is easy for you to apply in HK if possible.

Thanks Mia, but the official website in Hong Kong (http://www.fmcoprc.gov.hk/eng/zgqz/hzsyjbtk/) states that this is not possible if you are not a HK resident:

7, Applicants without HK resident status are required to submit their applications through the Chinese Embassy or consulate office around your resident country.

I have read about people getting their Z visa there, but could the policy have changed?

If I call an embassy and indicate that I am a tourist and they indicate that I can process the application there, would this be the solution or could there still be hurdles to conquer?

As I know, in the invitation letter, it should be written that you will apply Z visa in HK, even you are not a HK resident. Anyway, you can try to submit your application to Chinese embassy in Thailand.

Must the invitation letter also state which consulate I will apply through if, for example, the consulate is in Thailand? I will be receiving the same invitation letter shipped to me from the US that I was to present at a consulate there. Do I need to ask for a new invitation letter that indicates the consulate I will apply through?

You'd better confirm this with the visa office of China in Hk or China embassy in Thailand directly. As what you say, the visa policy is changing from time to time. To get the visa successfully, you have to find out the truth about it first. Come on!
