Is there a new rule for student X visa application as in new documents needed!

Last year i got a F visa and wasn't asked to produce a letter of duly authorized unit and this year some friends of mine are being asked to produce. My question is since there has been no updates in the embassy website are there new rules for 2012 for X visa as i will iteding to get one this month!
