I have an Australian passport, can i apply for a chinese visa via mongolia? if yes how much and long

It seems you need to provide Russian residence permit for China visa application. If you are a temporory visitor to Russia, you may not able to apply China visa there. So, better contact the embassy directly for the latest information, or make enquiry through travel agency.
