As I know, China doesn't accept dual nationality, how does your daughter have both china and sinapore passport? Once she gets the citizenship of Singapore, she will loose her Chinese nationality automatically. So you are just right to book the ticket with her Singapore passport and you do have to apply for a visa if you will take her to China.
