Can a Dutch pp holder with NZ PR, but living in Australia apply for visa in NZ

Hi There, We live in Australia and are travelling to China in 3 weeks, we have just been advised that processing time for a visa in Australia is 3 weeks. I am travelling to NZ next week and am a kiwi so was going to get my visa in Auckland in person, I was wondering if I can also get my partner a visa from there. He is not travelling to NZ but is a NZ permanent resident.

Your partner with NZ permanent resident can apply for China visa in NZ. You can also submit applications to the consulate on his/her behalf.
