Hong Kong Student Visa

I am an Indian Citzen currently working in Shanghai, China on a Z visa. I am now admitted to HKUST in Hong Kong to attend MBA. Request following information:
1. Where should I apply for student visa for HK in Shanghai or do I come back to India and apply.
2. How long will it take to get student visa for Hong Kong.
