Can Chinese people renew their passports at the Chinese Embassy in Singapore?

Hi. I have a ward from China whose passport expires in April 2012. Can she renew her passport at the Chinese Embassy in Singapore? If yes, what are the documents needed and how much does it cost? By the way, she is holding a student pass. Would appreciate your advice. Thanks and regards, Molly
