Can Australian passport holder apply the China visa while he's in Hongkong?

My friend is an Australian passport holder, he will soon be travelling to Hongkong for business, and after that he will travel to China for about 4 days. Can he apply the China visa while he's in Hongkong? How long it takes? What kind of visa would he need? Thanks so much.

Yes, he can apply China visa while he is in Hong Kong. It takes 4 working days for regular service. He needs a single entry Chinese tourist visa (L visa).
