About:Marriage Registration in China

To marry (as a foreigner) my 20 years old chinese girlfriend, but I am not yet 22 years old:

In the article there is stated that it is possible with a parental consent.
Are there standartized forms for that? If yes, where one can get these?
And generally, is a foreigner bound to that rule of a minimum of 22 years to marry?
