Can I mail (or courier) my passport and visa application to the Vancouver consulate in order to get a tourist visa?

I am a Canadian citizen, living in Kelowna, British Columbia. Can I mail (or courier) my passport and visa application to the Vancouver consulate in order to get a tourist visa? Or is necessary to travel to Vancouver to deliver (and collect) the passport? Can it be couriered or mailed back to me?

Please be noted that the China Consulate in Vancouver does not accept straight forward mail-in application. Those who wish to apply for Chinese visa by mail or courier need to send the applications to their clients or travel agencies in Vancouver to submit the applications on behalf of the applicants. The mail back service is not available, either.
