Renew/replace Hong Kong old ID card in China consulate in Toronto

Someone said the rule has changed. We now can renew/replace our old Hong Kong ID card to the latest Hong Kong Smart ID card in Toronto, Chinese Embassy. Is it correct or it's just a rumor??

It is just a rumor, if you only renew/replace your old Hong Kong ID card to the latest Hong Kong Smart ID card in Toronto, the consulate doesn't accept it.

If you renew your Hong Kong passport and old Hong Kong ID card together, the consulate will accept the application.
