About:Chinese Consulate in Sydney

I hold an old HK ID card an have not gone back to HK for around 9 years.
I am aware new ID cards have been issued.
Is it possible to apply for an new HK Id card in the Embassy in Sydney?
Or is the only possible way to get one is to actually be interviewed in Hong Kong?

You can get the new Hong Kong ID card from the China embassy in Sydney, you won't be interviewed in Hong Kong, please go to the consulate in Sydney in person to replace your old Id card.
