I would like to ask about the accommodation in Hong Kong in November 2011

I am visiting Hongkong with my friend in November this year. I wish to spend around 8 days there and visit all the important places. Where should I stay so that I can get access to visit all the places? I am aware that there are four different regions in Hongkong. I wish to explore important places of all the four regions. So please suggest some budget hotel accordingly.
