You can apply for the permit when you in China. Mu suggestion is don't tell the official that you are going to Tibet when you apply for the visa, or you will find it becomes harder to get the visa. Contact a travel agent in China advance which will help you get the Tibet permit. Come into China and then join the tour to Tibet. Generally, visitors from other countries can not travel to Tibet without an arranged tour and tour guide. So, you may ask for help from, perhaps TravelChinaGuide to arrange this for you.
