About:China Visa Application in USA

can i apply for a visa at a consulate not having jurisdiction over my state of residence

you can not apply for a visa at a consulate not having jurisdiction over your state of residence unless you work or live there. But anyway, if you can not go to Chinese embassy in person for visa application, you may entrust others to do it on your behalf.
