z via in Istanbul?

I am an Amerian living in Turkey with a 3 year residence permit. However, I have been offered a position in China and will need to get a working visa once the formal offer is made. The University has asked me where I shall get my visa so they can send information to the consulate. Is it possible to get this in Istanbul? I shall be there next week.
To whom should information be sent in order to facilitate receipt of a working or Z visa?
Please let me know as I shall have to let the University know as well.

If I am able to get a Z visa in Istanbul, please let me know which form to fill in before I get there, the total cost of the visa, and the number of days it takes to process the visa.
