can i apply for visa in istanbul , turkey, i am currently at northern cyprus.

dear sir/madam,
i am currently in northern cyprus and there is no chinese embassy here,and i can't go to the southern part to apply due to political reasons,, can i go to chinese embassy in istanbul,turkey to apply for a business visa. i currently have 3years resident permit in cyprus.
