About:Apply for China Visa in a Third Country

Can I get a Chinese visa in my Australian passport from Chinese embassy in New York? I also hold American citizenship. I heard somebody said Embassy will refused to give me a visa if I use Australian passport. I have to use American passport - maybe something to do with the price for American(visa fee $140) being higher than Australian(visa fee $35) one?

Yes, you need to apply with your American passport for visa applicaiton. Because Non-US citizens who want to apply visa need provide the original and a photocopy of certificates for permit for residence, which you have is US citizenship. So, better not risk for that.
