About:Chinese Embassy in Netherlands

I'm a Belgian citizen and my partner is a Dutch citizen. I have the following questions regarding visa application for tourism purposes:
(1) Can we both - though I'm a Belgian citizen - apply for a tourist visa at the embassy in Den Haag? Or am I obliged to apply at the Belgian embassy?
(2) I understand that the visa fee single-entry for a Dutch citizen is 35 EUR. How much is the visa fee single-entry for a Belgian citizen at the embassy in Den Haag?
(3) Is it possible to apply for a group visa (2 persons)? If so, what would be the cost, since the group consists out of 1 Dutch and 1 Belgian person?
Thank you for a quick response.
Regards,
Michel.
