About:China Tourist Visa

hi, im dhez, i would like to ask what does it mean if you have a visa category of (*), my friend was given to this by the government of China, I wonder what does this category mean. As i have read all the Visa category there is no such category which is (*).

(*)means he may be black listed and stopped entry later because of overstay or criminal record in China.
