About:Chinese Embassy in Japan

My girl friend is a Chinese citizen and has been living in Tokyo for 6 years with her 12 year old son. I want her to visit me in the UNited States in June. What embassy in Japan does she need to request a visa from to come to the United States for a three week visit? The US or China Embassy?

My dear friend Steve, it is a very simple rule and logics; which country someone TARGETED to go... there it is the one needs a TARGET country's VISA, unless he comes home, of course ;) It has NOTHING to do with where someone resides or where she/he will go from.

To deal with the VISA, one is welcome to apply to the nearest target country's embassy, no matter where.
