About:Chinese Consulate in Los Angeles

I have a question regarding the L-visa. On the internet I found:
Multiple-entry is now under strict control and may only be issued to US passport holder who had obtained at least one Chinese visa in the past.
Is that true?
Because I have not been to China before and I am going to be on a cruise and will enter Hong Kong and then Shanghai.

You don't need a visa to Hong Kong, a single-entry L visa is sufficient for your trip to Shanghai. You can try to apply for multiple entry visa.
