About:Chinese Embassy in Spain

I am an American going to visit Shanghai for the World Expo next week. My friend (who is also American) is visiting Europe is in Madrid right now. She wants to meet me in Shanghai next week to visit the Expo as well.

1) Can she get get an L-Visa at the Chinese Embassy in Madrid without having show residency in Spain (since she's a tourist who has been there for less than 90 days). Or does she need to get her L-Visa in the United States?

2) Assuming she buys the plane ticket to fly in & out of China. Are there any Visa Agencies or Travel Agencies in Madrid that can help her get a "Rush" L-Visa under these circumstances, or would it be more prudent to deal directly with the Chinese Embassy?

Mr.Jay, your friend had better apply for China L visa through the Chinese embassy in Madrid, if the visa officer refuses her application, she won't lose money if she have bought the plane tickets. If she has bought the round-trip flight ticket, however, her application is refused, then she will lost much money.

Generally speaking, USA citizens can easily get a China visa in a third country/region.
