About:Chinese Consulate in Vancouver

Hello everyone, I am married to a Chinese and have lived in China for about 6 months with 2 visas One visa is expired but the new one is still valid but do not have any entry as I applied for it within China.
We currently landed in Canada as per the usual landing procedure and I will like to go back with my family to China. The problem is, I do not have a entry visa to China.
My question is, will the Vancouver Consulate general issue a Nigerian passport holder a visa? the reason why I am asking is because I was recently "sent away" literary in Manchester visa office and told that; "we cannot issue you a visa here, you must go back to your country to apply"
I had to pay an expensive trip back to Africa to get a Chinese visa before traveling to China this was in Dec. 2009.
I just want to be clear about if I can apply for a visa here so that I do not go and get back in shame.

Mr.Obasohan, I have much sympathy for you! if you have the Canada Permanent Residence, you are entitled to apply for China visa at the Consulate General of China in Vancouver if you live in its consular districts.
