About:Chinese Embassy in Australia

hi,

this is the first time I've encountered this website. I'm not too sure though if this is the right venue. I hope somehow someone can help me with my query, my father is a chinese national and came to the Philippines. She met my mom there and got married. Then a catastrophe came, our house caught on fire and nothing was saved. including all their documents, passports, and the like. Now my question is how can my father apply for a new passport? what are the steps or requirements? It's been quite a while since my father last travelled overseas. I hope someone can shed some light. Thanks
