About:Chinese Embassy in Singapore

We have a Singapore team going to the China Cup at the end of October. Sailing from Hong Kong to Shenzhen and then flying back to Singapore. The team is made up of many nationalities. I am the co-ordinator for this team....can I apply for the necessary visas with their passport details, but not their passports?
