About:Chinese Embassy in Australia

I am an Australian citizen who has been working for the WHO in Geneva. My contract is finished and I no longer have a carte de legitimation, and I am travelling back to Australia in early October. I plan to travel through Beijing on the way home and wonder whether it is possible to obtain a visa for China in Switzerland before I go. Someone told me I need to have the carte de legitimation in order to get a visa in Switzerland. Can you you please advise me?
