About:Chinese Embassy in Singapore

Hello,
I am a Romanian citizen visting Singapore for a period of 3 months. I am travelling to China for 1 week and I applied for a normal tourist visa last week on Wednesday, for normal processing time (no rush) and with one single entry. This Monday I went to pick uo my visa I was requested to pay 115 Singapore Dollars (on the quittance it is written 'regular fee' ) and the visa was issued for 30 days with a single entry. I asked the lady working on the desk and she couldn't explain me the reason and suprisingly stopped talking English.
I would like to know why I had to pay so much, as long as the fees presented on the website of the emabssy indicates only 50 Singapore Dollars for citizen of other countries than US and Singapore - no rush & 1 single entry. Is there a mistake or just simple hidden robbery ? Many thanks!
