Can we visit Lhasa by ourselves? We are Americans.

Foreigners going to Tibet need to have a Tibet Travel Permit. You have to go through travel agencies to arrange it for you. So I'm afraid you can't travel by your own there.

According to my knowledge, foreign travelers are not allowed to visit Tibet by themselves. You’d better find a travel agency to help you. Also, it seems you need to apply for a permit to enter Lhasa, and only the travel agency can arrange that.
