According to my knowledge, foreign travelers are not allowed to visit Tibet by themselves. You’d better find a travel agency to help you. Also, it seems you need to apply for a permit to enter Lhasa, and only the travel agency can arrange that.0

Foreigners going to Tibet need to have a Tibet Travel Permit. You have to go through travel agencies to arrange it for you. So I'm afraid you can't travel by your own there.0
