I hear that individual tourists are not alloed to entry Tibet, travellers to Tibet must take part in a group, is that right?

The real situation is that you need to accompanied by a local guide who would be assigned by a local renowned travel agency. Foreigners would not be travel to Tibet without any Travel Permit!
