Yes. According to the regulations of the Chinese Tourism Bureau, for all foreigners who travel to Tibet, the Tibet Travel Permit is indispensable, without this Tibet Travel Permit, the tour there is forbidden. Handle it as soon as possible if you're going to have a Tibet travel.
