i cant understand why it has to take three monthsmore for the refund of repatraition

Question

i cant understand why it has to take three months or more for the refund of repatraition deposit. i  have been trying to contact the south african conulate in shanghai to inquire about this but no one is ready to talk to me. why cant the consulate explain to some one that u can only get your deposit three months after u apply for it. what does the consulate want to do with this money for 12weeks? does  it take 12weeks to process documents for the refund? it took me an hour to go deposit the money but it will take 12 weeks to get it back. THIS IS SHOCKING!!!!!!!!!!!!!!! can someone explain to me why its taking this long?thanks. chris Nsoh
