is it true that tourists are charged 100 RMB to photograph one room inside the potola in lahsa? is there a photography pass that we can purchase so it is not so expensive?

Wow. It is definitely not allowed to take photos within Potala Palace. How did you hear that? For other Monasteries, there are clear signs inside, if photograph is allowed, you need to pay on the spot. There is no photograph pass available.
